Does it make a difference what country the beneficiary is coming from? Do they hold up particular countries longer than other ones?

Yes -some countries are slower in the processing for a variety of reasons: level of visa frauds, number of applications, etc.

Well it really depends on who you mean by "they." USCIS might scrutinize a particular file from a high-fraud country a little more than others, but there doesn't seem to be any evidence to suggest that there are any significant delays. The consulate in high-fraud countries, on the other hand, will definitely scrutinize your evidence harder. But this should not translate to a delay unless they decide you need to submit more evidence for the bona fides.

If you or your other half is from Scotland, this is something you have nothing to worry about.

Speed varies by country more on the back half of the process after the petition has been approved due to the speed of a particular embassy.
