On the instructions in packet 3 it says that the photos can't be digital. My Margarita cannot find a place that takes nondigital photos in Medellin. She says everywhere does digital photos. Here in the US, I had mine taken at Kinkos/Fedex and they were digital. Is this just an old rule that is no longer enforced?

Wait a minute, are you talking about the photos she has to take to the embassy for her visa or pictures to show you have a bona fide relationship?

I think you're both reading the instructions wrong. The embassy refers to photos in a digital card or CD for you to show them to them. If you're talking about the pictures she has to prove your relationship, she can go to any Foto Japon and have them developed there (we took over 100 pictures). And for her photos required by the embassy she can also get them done at Foto Japon and tell the guy they are for "Visa para la embajada Americana", with that the guy will take them according to the embassy's guidelines.

It's kind of dumb, but that just means that you can't send them a memory card. The fotos must be printed or developed. Do they actually think somebody would send them a digital memory card? If they say that, it probably happened in the past.
