Ok guys, this is what I receive today from NVC as respond

Dear Sir/Madam:

Your inquiry has been received at the National Visa Center (NVC).

Any documents received at the National Visa Center that have not been requested will not be reviewed and may be returned to you. Please do not send any documents until they are requested.

A packet containing the Immigrant Visa Processing Fee Bill has been sent to the designated agent or attorney of record. The payment due amount listed on the fee bill must be paid according to the instructions before the DS-230 will be accepted.

Upon receipt of the Immigrant Visa Fee payment further instructions will be sent to you.

All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified English translations.

The translation must include a statement signed by the translator that states the:

* Translation is accurate, and

* Translator is competent to translate.

The NVC has received documentation for this case. As soon as this file has been reviewed, notification will be sent.

Then, why the people from NVC is telling me translation is not needed? And that is a new process started few months ago... grrrrrrrrrrrr

Because the key phrase here is this:

"All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified English translations."

So if your SO is in Perú that means that any document you have that is not in English NOR Spanish must be translated. For example if a marriage certificate is in French or German. But if his/her documents are in Spanish you're good.

OK, I give up

Now, I called translation office today, they are charging $50 per document , isn`t that a bit much?!?! (but if I have to, no choice). Anyway, can ANY person who is fluent in Spanish/English can translate the documents so I will notarize them, or not?

Yup, any person who can say they are fluent in both languages can do it. But I always recommend getting a couple of birth certificates translated in their country of origin since it's cheaper just in case you may need them in the future. My husband got his in Colombia and only paid $9 for each one.

We had to send translations in to USCIS - e-mails, letters, a receipt, a business card, my Brazilian ID - and those were all translated by myself or a friend.

The only official translation we had done was my husband's BC and like Diana, we did that abroad. It was about $15. I could have done it myself but I think it's better to have an official document like a BC translated by a professional.
