I-864A, does the co-sponsor must fill it if he is married

Does the I-864A must filled by a co-sponsor who is married and he's filling the income with his wife??? The real source of that income is only from him, she's not working.

The I-864A is contract in only between petitioner sponsor (principal sponsor US spouse) and a household member??

I'm confused.
