I received this memorandum. Bottom line is that USCIS should provide green card to applicants of I 485;I 607,I 687,I 698 if FBI name check is pending more than 180 days. Please review this memorandum and correct me if i am wrong. I hope it is a good news for people like me who have been waiting for almost 18 months now.

--Jan 13,2006 Entered USA as Visitor (B2) ( I-94 is valid till end of June,2006)

--March 28,2006 Married in Naperville ,Illinois to United States Citizen

--April 5, 2006 Medical examination (I 693)+ Vaccination supplement form completed (chicago)

--April, 18,2006 AOS Package(I 130,I 485, I765)+supporting documents sent (chicago Lock Box)(DAY 1)

--May 1, 2006 BIOMETRIC APPOINTMENTS ( I 765 , I 485) received by mail for May 6, 2006

--May 6, 2006 BIOMETRICS TAKEN BY USCIS in Naperville (Day 19)

--July 21,2006 Initial Interview but waiting for FBI NAME CLEARANCE (Day 92)

--April 25, 2009 Infopass appointment to inquire my case : Result case was approved in June of 2008 but no body bothered to update my file (Day almost 610 )

--June 29 ,2009 10 year green card with date of Perm resident June 2008 received (Day almost 680 since interview )

--July 2011 Citizenship Interview :

-- Nov 2011 Oath Ceremony -US Citizen

22 NOV 2009 to lift condition GC expires 22 Feb 2010

24 Nov 09 send in I 751 ( ROC , in VT )

25 Nov 09 Your item was delivered at 12:10 PM in SAINT ALBANS, VT 05479 to INS .

30 Nov 09 Check Cashed

21 Dec 09 biometric

On March 9, 2010, we ordered production of your new card.

12 March 2010 received approval letter in mail

16 March 2010 10 year Green Card received in mail exp date March 09 / 2020

April 14/2017 send N400 

04/25/17 credit card charged 

04/25/17 e mail NOA send 

05/01/17 hard copy of NOA dated 04/25 received in mail

05/06/17 biometric hard copy in mail 

05/19/17 Biometric appointment in Hartford CT 

07/17/17 Inline for Interview 

07/24/17 Interview letter in mail 

08/24/17 Interview in Springfield MA ... Yes Aproved

09/14/17 Oath Ceremony .... done I am a US citizen

09/22/17 Applied for Passport ( per reg mail ) 

10/04/17 got passport in mail  

10/13/17 got certificate in mail  , updated status with social security office 

AM DONE YEAHHHHHHHHHHH

Awesome! This will make a huge difference for a lot of families.

The U.S. Citizenship and Immigration Services has decided to raise fees on applications to as much as $2,400 for a family of four. Obama’s bill reverses large fee increases for legal immigrants seeking to become citizens and provides grants to states to help promote citizenship. Another key choke point in the process to becoming a legal permanent resident or a U.S. citizen is the F.B.I. name/security check. Many law-abiding legal immigrants see their immigration applications delayed by months and often years as the overwhelmed F.B.I. completes their background checks. Obama introduced legislation that passed the Senate to improve the speed and accuracy of these background checks."
