Travelling to India on AP

We want to travel to India in a month or so as a delayed honeymoon/to visit some of Neal's family. He received his AP today. I was just wondering if anyone has travelled there on AP before? Should he apply for his Indian tourist visa here in the States or in his home country of England? It seems like it'd be way too expensive to send his passport all the way back to England, but they seemed confused at the San Francisco visa agency because he has no status (he's not on a short stay visa, but is also not yet a green card holder). Advice?

To get a visa for India, you would apply at the closest consulate for India--not the US or GB

It looks like they outsource their visa processing
