Do I get something in the mail or does my fiance ?

Take a look at the K-1 guide. The link is at the top of the page, fourth tab from the left. You'll find instructions on what to do after you've received your approval.

after you get NOA2, your petition will be sent to NVC. You can call them with your USCIS case number (the number for NVC is provided on your NOA2) until you get a new one assigned, just to see if they have received it yet (if you are impatient like me ). Otherwise, you will receive a letter from NVC whenever they have forwarded your case to the consulate. Because you went through Vermont, I would expect you to receive this letter within 2 weeks of receiving your NOA2. After your petition is sent to the consulate, your fiance will receive Packet3 with a list of papers and forms he needs to have in order before requesting an interview date.

Someone told me that in Panama,my fiance would have to go to the counsalate and get the packet.How is he going to know when and whether the packet is available ?

Once your I-129F has been approved you can contact NVC to see that it has arrived. In another 2 weeks (more or less), you can call back to see that your case has been sent to the consulate.

Your fiance can mail packet 3 to the consulate when his case has arrived. There are just a few things he needs to send and can download the forms and mail them.
