What did you get an RFE for? What notice of intent to deny did you receive? If the RFE was not answered to USCIS' satisfaction, then yes, it is possible to receive a notice of intent to deny?

The only scenario I can think of to receive an RFE, and then the intent to deny is if you and your fiancee have not met w/in the last two years before filing the application. Is this the case? Unless there is a valid cultural or religious reason for not being able to meet...this portion of the requirement to file the K-1 visa petition has to be met...no other way. This is not a waiverable issue. USCIS is pretty strict about this requirement of the I-129F petition....but this may not be your case, so I may be getting ahead of myself.

We need a little more detail on your situation to be able to help you.

Is your information in your timeline correct? If I'm reading it correctly you received the RFE in July of 2007, but you only replied to it last week, 1/15/2008? Usually there is a 90 day(I believe) window, by which you have to reply to an RFE, otherwise they do issue a NOID for your petition. Why did it take you so long to reply to the RFE?
