Since I'm just beginning on this journey (still haven't received NOA1 for IR/CR visa), I'm still doing my initial research and I still don't understand the purpose of the CFO seminar. Apparently, after attending the seminar, my wife will obtain yellow certificate and then later a stamp and a green certificate. When is the yellow cert issued and when is the stamp/green cert issued...what is the difference? Is this CFO seminar required to obtain passport? Is my wife even required to take this or is it for a finacee only? Can someone please explain the purpose of the CFO seminar, when the best time is to go (before interview, after interveiw, etc), and just any other general information you feel is relevant and have time for. Thank you,

As far as I knew, DFA (Department of foreign affair) required a CFO seminar in order to get a passport if you married a foreigner. DFA does not required a cfo seminar for fiance applicants to obtain a passport.

And still she still have to go to another CFO seminar before or after her interview, people say its more wise if she will take the CFO seminar when she have her visa already.

Hi! the CFO seminar is for every filipino who is migrating or going out of the country such as fiancees or spouses of foreign nationals in compliance with the Department of Foreign Affairs to help them develop informed decisions about intermarriage and life overseas.. the seminar (as they call them) includes pre-departure registration, attendees will fill-out forms about his/her and partner's biographical infos, short orientation of what the CFO is and what is their concern, film viewing then afterwards explanation of the video, and one on one interview (which last only for 5 or 10 minutes). The main purpose of this seminar is for the awareness of the filipinos about the foreign land, what to expect and how to cope up and how to adjust. In film viewing, they will play a video of domestic violence and some experiences of women being abused by their husband. This is not to discouraged of frighten the filipinas married to foreigners but to make them aware that there are some cases wherein the guy is turning to be abusive once the girl is in his country already.. on this part, they will give advice on what's the best thing to do and where to go. After the film viewing, they will group the attendees by country of destination (USA, Japan, UK etc.) and bring them to one room for a short seminar and open forum, here everyone is encourage to share their thoughts and raise questions. After that is the one on one interview, questions being asked are like where did u meet your husband? how did u met? how long? how is he to you? do you know where you going? what are your expectations? af course, there are different questions depending on their situation and status. They will issue two ceritificates after the seminar, the GREEN and BLUE certificate. In my case i used this 2 cert when i renew my passport to use my husband's family name (it's one of the requirements). The sticker if for the visa, they will check that at the airport. If your wife is using her married name in her passport already, then she can attend the seminar and have her visa sticker when she got her visa so she'll just go there one time, I read in some post that that is ok.. Thanks for your replies. One more question about cfo. Is it required in order for her to obtain her passport. I heard that it is required but only by member's here at vj, but the dfa website does not include the cfo cert in their list of requirements. She has called the dfa and they haven't mentioned the cfo cert to her. I was planning on sending her to cebu in order to obtain it before she got her passport, but now I'm no so sure it is required for her passport. If she has to get it, that's fine, we will get it later, but I don't want to send her to cebu to attend the seminar if she doesn't need it for her passport. Thanks for all ur previous replies.

The thing is, if your wife has an old passport with her single name and needs to renew it to use her married name, then she will need to attend the seminar before she can renew her old passport because they will ask for the two certificate.. but if she never had a passport yet and its her first time to obtain one, then its ok not to attend the seminar yet, just bring her BC and MC at the DFA and that's good enough. Filipinos were being treated terribly when they went to foreign countries so their government made it mandatory to have the training before they could board an international flight. I had heard of some domestic help being held as slaves in Hong Kong. It is a good program

CFO SEMINAR is not just for those who are married to foreigners.

Per Republic Act 8239 and Department of Foreign Affairs (DFA) Order 28-94, Filipinos proceeding abroad as fiancé(e)s and spouses of foreign nationals are required to attend the CFO's guidance and counseling programs as a pre-requisite to the issuance of passports.

The objective of this program is to help Filipino fiancé(e)s and spouses of foreign nationals make informed decisions regarding their marriage to foreign nationals and to prepare them for their adjustments in cross-cultural marriages.

Among others, Filipino fiancé(e)s and spouses are provided with the following information:

  1. Migration laws affecting them;
  2. Welfare and support services available abroad;
  3. Rights of migrants overseas; and
  4. Coping up with problematic or difficult domestic situations.

If you are married and would like to use your married name and have a "Foreign-sounding" name, they "may" require you to attend the CFO Seminar first and present to DFA the Yellow Certificate prior to issuance of the passport. However, there are instances that DFA officials don't ask for it. But for those who have "FIANCE/E", to avoid hassles, when you apply for a passport, don't tell DFA that you are being petitioned for a K-1 (fiance visa), if they found out, then there is a possibility that they "may" ask you to attend the seminar first.

But the advantage of attending this Counseling Seminar is that when you get your "visa", you only have to go to CFO for your stamp and GREEN Certificate and you're free to travel any time. The choice is yours to make on when you want to take your CFO Seminar. Others want it after they have the visa so they just have to go to CFO in one day. Good Luck!

I doubt that the percentage of foreigners abusing Filipino women is any greater than the percentage of Filipino women being abused by Filipino men. It's just that when a foreigner does it, there is more publicity than just a typical case of domestic violence in the Philippines.

When my fiancee, Joy, attended the CFO "guidance and counseling" session, it was the CFO "counselors" who subjected my Joy to relentless interrogation tactics and emotional abuse. They didn't like the fact that I was divorced from someone from the Philippines, so they took out their frustration on Joy. After beating her spirit down to the point that Joy was in tears, they finally relented and gave her the certificate. In my opinion, the entire CFO "guidance and counseling" is a joke!

So now ask yourself why filipinas have to go to a seminar. What domestic violence ? Call 911 and 3 police cruisers will be at your front door in less than 5 minutes and if someone is injured the other party goes to jail.

The government does not want to let you go plain and simple !!!
