No NSO Birth Certificate

Has anyone ever received a visa from the USEM without their wife having a birth certificate? I ask because me and my wife are having a little difficulty. We obtained an NSO copy of her BC but it is not legible...I can read nothing on it. I have contacted NSO Manila and they advise that we need to go to the municipality where she was born and request and electronic endorsement. That's easy enough except she was born in Gli Gli, Pikit, North Cotabato which is not really a safe place to go....the Dept of State even warns about traveling there!!! I cannot locate the civil registrar's number online. I'm having my wife write a letter including enough Peso to cover the cost. Hope it works. Just curious to hear of any experiences through NVC and Embassy without BC....if there are any. Thanks in advance for your replies.

By the way, we are working on obtaining the other supplementary documents that the NVC requests in the absence of a BC but I was just curious to hear from someone who also didn't have NSO BC.

Ailene's birth certifiacte is not legible either. You can read a few words, but its mostly blurred. She was born in cotobato too. She contacted her aunt in Cotabato and gave her the information, her aunt went to the Office of the Civil Registery, and obtained a certification of her birth. Her aunt sent it to Ailene by postal mail.

Maybe your wife has relatives in Cotabato...

Thanks for your help. My wife doesn't have any family near Cotabato. We've been able to get a hold of someone who claims to be the registrar and we've requested a certified true copy to be sent to her. He said he already sent it but then asked for her birth date again when we called to check up. Hopefully we can get the certified true copy and a letter from NSO stating they can't produce a copy. If none of that works, I guess we'll make a little day trip down there. I guess it's only 6 hours away from Cagayan De Oro. Anyway, again, thanks for you help,

The Civil Registrar should also send a copy of the BC and make an endorsement letter addressed to NSO in Manila (Quezon City). This is the usual process. This is sent thru LBC (or electronic endorsement if they have it there) and you will also receive a copy of the BC and the endorsement letter. Upon receipt of that letter, you can go to NSO in Quezon City (Vibal Building in Quezon City, not the main NSO Office). Show the endorsement letter to the security guard and he will tell you where you will proceed next. If they already receive the copy from LCR, then you can already get a copy right there, if not, you will be asked to come back.

NSO BC is very important during the interview. If this will not be available by then, there may be a possibility that you will be placed on AR and wait until you can provide the NSO BC. I am not saying this will happen but it might... Good Luck.

My first wife did not have birth certicate. She had to have her parent make statement stating the date of birth and also name of witess. That was we used in vise a brth certicate. Good Luck
