I agree, the easiest way is to check with your local DMV but, if your fiance has an international driver's license issued in her home country, in some states, she would also be able to ues it for about a year. Then, she'll need to apply for the US driver's lincense.

IDL or IDP is not an actual license...

An international driver's license must be obtained from your home country. This permit only verifies that you hold a valid license in your home country. It is your foreign driver's license that allows you to drive in the United States. Contact the authorities in your home country to get an international driving permit, as the United States does NOT issue international driver's licenses to foreign visitors....

http://www.usa.gov/Topics/Foreign_Visitors_Driving.shtml

An International Driving Permit (IDP) allows an individual to drive their private motor vehicle in another nation only when accompanied by a valid license from their country. The document is approximately the size of a standard passport and is essentially a multiple language translation of one's own existing driver's license, complete with photograph and vital statistics. It is not a license to operate a motor vehicle on its own.

Definitely check with your state's local DMV. In Colorado for example you cannot get a Drivers License or even a Drivers Permit unless you have a valid SS # and visa.

Check with your local DMV as soon as your fiancee gets here. We went after we got our social security #, however it was within 60 days of the K1 expiring and they would not issue a State ID to us. You can try to get a temporary license but I think they will still not issue a card if it is within 30 days of the visa expiring. Explaining that we have applied for AOS did not help in our case.

However, please check with your local DMV, many have been able to get both.
