Hi guys:

reading the guidelines in how the pictures need to be taken it's a little confussing!!! in the instructions from the nvc it reads that besides being 2x2 front view, slightly above top of hair to middle of chest?? it souns to me like a regular passport photo..any ideas???

Yes US standard passport photos.

NVC is part if Department of State, and DOS defines the passport photo standard used by USCIS.

Yes they will scan one and print it on your visa, so it needs to be the 2"x2" type.

Yes that's the standard US passport picture size. Some countries have different standard sizes for passport pics such as the Uk and Australia, so they need to specify the photo requirements.
