I am looking for a similar change in embassy. Right now my papers are still at NVC and I have been allotted New Delhi NVC case number. I guess we may need to post this request at "Foreign Embassy General Discussion" to get some views.

Here is the update based on the info I got after posting my question to various threads:

1) shifting of Interview to another embassy within the country can be requested at NVC. Call NVC (petitioner preferably) and explain why you want embassy shift

2) It can also be done once the papers arrive at local embassy. Email /call the local embassy to which papers were forwarded. Then email/talk to the local embassy to which you want the case to be forwarded to. Either of the petitioner or the beneficiary (and even both) can do the talking.

3) shifting of case to another embassy need not be done on all cases. Embassy reserves this right to do so.

4) this shifting of case may involve a delay of upto 1 week.

5) few people (VJs) have actually done such shifting - both in India and other countries.

To your question cjindia, I would again request you to post it in other sub forums to get more views.

Thanks

My fiancee (petitioner) called NVC and they made the consulate change from New Delhi to Chennai. Initially I got NWD2008* case number. Now they said the will give new NVC case number soon. I am glad that it happened that NVC itself.

Changing Consulates might be a good idea for you, cjindia, good luck! (It is true, I think Chennai has best reputation for granting visas out of all the Consulates in India).

Congrats on your successful Consulate change, RSA!

My congressman contacted New Delhi and told them they are interested in my case and sent a letter of support. They are involved since the first denial. The congressman said he would personally call the embassy when the time comes. I have sent an email to Delhi to see if they will change embassys. Lets see what happens.

Looks like the NVC processing also has slowed down recently... It used to be pretty fast until the 3rd quarter of 2007.
