how much is the fee for CR1

You are right, the birth needs to be reported to the embassy and it's best if your husband is there personally so he can present his passport. I would call them for info on the best time to go and if you need an appointment.

Fees that you will have with the IR-1 are:

Application fee.......$355

Fee for I-864.......... $70

Visa fee..................$400

Medical...................$145 equivalant in PHP

Document Verifecation........650 PHP

CFO seiminar and stamp......650 PHP

Visa delivery fee 165PHP in Manila, a little more outside the city.

While he is in the PI, try to collect all the proof you need and download and fill out forms, especially the DS-3032 and DS-230 so that your agent of choice has them and you don't have to depend on the local postal service or use the more expensive private carriers to send these to the U.S.

You might also ask the embassy about Direct Consular Filing since he is deployed with the US military. It would save save sending things back to the US to be able to give the consulate the I-130.
