Does everyone get a Packet 3?

I was reading some timelines and noticed that some people went straight from their cases being sent from NVC to the US embassy to a letter with the Medical and Interview date. Is this common? I thought most people received a Packet 3 with a list of documents, support, evidence, and forms needed that are to be mailed back in before they mail you the final packet with your interview date. Is this based upon each individual Embassy? Thanks for your help I am confused!

Depends on embassy or consulate.

Some issue P-3 (Instruction packet) then after receiving some requested forms from P-3, they then send out P-4 invitation packet.

Other consulates send out p3 and p4 together (P3/4) packet.

I believe it depends on the country. Russia doesn't seem to have any packets - they just send you a letter telling you what to bring to the interview.

I've also heard that it different for different countries. Check the US Embassy in Albania for K1 visas. You may be able to upload Packet 3 from the website. I did it from the US Embassy in Ukraine's webiste; they actually encourage applicants to rather use this link than be waiting for the packet 3 in the mail due to the fact that regular mail in Ukraine is slow. I've attached the link; check the box in the upper left corner that says "Download information Packet here", then Run, then choose where to Browse the documents (if you don't choose where, it'll be automatically downloaded to the Temporary Files folder on your computer.) Then click UNZIP (you may now all the steps, I'm telling y ou just in case But still, the procedure in your contry may be different but this will give you an idea. You could also ask some members from Albania who has there visas already, or call the Embassy (our Embassy though says DO NOT call if your petition was approved less than one month ago:) Good luck!

There is one for Brazil, but hubby actually got it weeks after he received his interview date. We used VJ and the consulate's website to know what to send, so hubby sent his own packet 3. He included a cover letter since he hadn't received anything from the consulate at that point.
