It depends. Do you live in St. Lucia now and have status there? If so, you should contact the embassy in Barbados for further information about how to file your I-130 through them. I looked and couldn't find any information about the process beyond it was possible if you lived in the jurisdiction. You should just call them and ask what their requirements are. If you don't live in Saint Lucia and/or have no status there, it is probably that you cannot file DCF and will have to go the CR-1 route.

SInce you are getting married, then it will probably be CR-1 visa (marriage less than 2 yrs old) and can't possibly be K-1 (fiance visa). If you are resident in the consular district you could do DCF which would get your husband faster to the US. If not, I suggest going just the CR-1 route and not pursuing K-3 as it costs more $$$ and takes around the same time as CR-1.

Best of luck to you!
