My fiancée and I have been together for over 3 years and engaged a little over 6 months. She is currently going to school in Turkey and I am living in Dallas, Texas USA. We have been looking over a few different ways to obtain visa, but they all seem to be very lengthy. I am a complete novice to the entire visa world and up until a few days ago, I didn't even know direct consular filing existed. I would like to obtain any and all information about the direct filing process I possibly can. I am a US soldier schedule to do another tour really soon and time is rapidly getting away from me. If anyone has any information about the direct filing process in Istanbul, Turkey or in any city... it would be greatly appreciated.

Not necessarily - in the US embassy in Bosnia they take applications from members of armed forces [see link: http://sarajevo.usembassy.gov/immigrant_visas.html] so you might want to inquire with the embassy in Turkey if they would, under your circumstances, accept DCF application for your wife - you would have to get married there I guess as there is no DCF for K-1 visas.
