What dollar to peso rate do they go by? Current market value? Or a set rate near the market value?

What dollar to peso rate do they go by? Current market value? Or a set rate near the market value?

It isn't too far off the rate set at banks. My wife paid 6,050 PHP on Jan 3rd and the dollar has fallen a little more since then.
