She can visit on the visa waiver that US and Canada share, just do not overstay the visit.

Canadians can visit the US for up to 6 months (if the CBP lets them!) but the K3 process is currently taking 1 year or so, so no, she cannot stay in the US for the entire processing time. And she can't work while she's in the US during that 6 months, and getting a job once she has to return to Canada may or may not be difficult, so can you and she afford for her to be out of work for a year + a few months after she gets back to the US?
