Any idea what this means?

Timeline

I am a newbie, but I've lurked this site frequently, but I am a first time poster.

On Jan 8 my fiance returned to the consulars office in Ho Chi Minh. With her she took the documents she was asked for after she had been refused a K1 on Dec 18.

Today Jan 8 she was refused once again and on the blue paper she received it states that you have failed to submit sufficient credible evidence to support a claimed relationship. (I guess all the cards, letters, emails,photos, chat logs, gift I sent, etc doesn't count as evidence)

Then it goes on to say that our case requires additional processing in their office You do not need to submit any further documents. We will contact you when we have finished processing your case.

Has anyone received this same letter, if so what happened next? Or anyone have a clue what the additional processing covers?

AOS: Sent on April 15th 2008 USPS Confirmed . April 17th 4:56 Am

AOS: Hard Copy Received NOA1 April 22nd all 3 arrived same day.

Biometrics : Received Appointment Letter Today April 27th = May 23rd 2008 10 am appointment

Transfered CSC June 4th

EAD: Approved June 13th 2008

EAD: Recieved Card June 18th 2008

AP: Approved June 13th 2008

AP: Received June 18th 2008

AOS:touched :Card ordered July 26th

Approval: AOS : Aug 4th

Green Card :Received : Aug 5th with Welcome Letter . 2 years Dated July 26th

Here we go again. God only knows what they are looking for. If you have submitted every piece of evidence you have, which I am assuming most people would do from the beginning, then what does that leave you? This seems to be a routine stall tactic if they have doubts about the relationship, which they seem to doubt them all. It literally seems like "Guilty until proven innocent" is the code there.

I wish I could give you some advice here. I know what I would do at this point. See some of my other posts and it will quickly become evident.

Goodness gracious,it seems as if they are trying to say that they have their doubts and your paperwork is just going to sit on someone's desk (further processing),until they make a final decison.I can identify with you 100 %.

May 7,2007-USCIS received I-129f
July 24,2007-NOA1 was received
April 21,2008-K-1 visa denied.
June 3,2008-waiver filed at US Consalate in Panama
The interview went well,they told him it will take another 6 months for them to adjudicate the waiver
March 3,2009-US Consulate claims they have no record of our December visit,nor Manuel's interview
March 27,2009-Manuel returned to the consulate for another interrogation(because they forgot about December's interview),and they were really rude !
April 3,2009-US Counsalate asks for more court documents that no longer exist !
June 1,2009-Manuel and I go back to the US consalate AGAIN to give them a letter from the court in Colon along with documents I already gave them last year.I was surprised to see they had two thick files for his case !


June 15,2010-They called Manuel in to take his fingerprints again,still no decision on his case!
June 22,2010-WAIVER APPROVED at 5:00pm
July 19,2010-VISA IN MANUELITO'S HAND at 3:15pm!
July 25,2010-Manuelito arrives at 9:35pm at Logan Intn'l Airport,Boston,MA
August 5,2010-FINALLY MARRIED!!!!!!!!!!!!
August 23,2010-Filed for AOS at the International Institute of RI $1400!
December 23,2010-Work authorization received.
January 12,2011-RFE
