A question about the processing time graphs?

do the dates represent cases completed on the day in question?

in other words, when a graph says "as of Jan 6, 2008 the average case took 15 days" does that mean that cases completed on Jan 6, 2008 took 15 days on average?

The graphs on VJ use data going back years and the graphs use past years performance to compute expected processing times, the back-log at USCIS will skew the numbers quite abit, so what you see on the graph dose not reflect current timing.

Is now a US Citizen immigration completed Jan 12, 2012.
