Of course they will. The CBP wouldn't let just anyone/anything cross the border, why if they did that they might try to blame the originating country for not being dilligent enough and then....oh hang on.

Here is an idea, pilfered from what went on at Attari-Wagah till 2007/10/01.

Loads to be taken from Mexico to a point in US could be taken UP TO Mexican-US border, and then portered across to US trucks on other side (exchanged with US-origin, Mexico-destination load), and then the loads taken to final destination. For recruitment, use Spanish-only ads. If found to be illegal, have Mexican government build housing (maybe dormitory) on their side, and give (aliens) permits ONLY for this work.
