Sorry, I don't understand what your first question is?

For tax transcripts, since you can't call you can fax or mail them a request:

Form to request tax transcripts

Where you fax or mail it to depends on where the U.S. Citizen lives - there is a chart on page 3 of the above form.

I don't know if you are aware that you can call them, even though you are overseas, the international phone number is (215) 516-2000 - you can request them via phone at that number.

I was able to request the tax transcripts online at www.irs.gov they are free but it takes a while for them to arrive. The fee bill is for the visa fee which is now $400 and the I-864 is the affidavit of support which by looking at your other thread is going to be a problem unless you can use an alternate sponsor.
