The U.S. Consulate can issue a new passport. Tax forms are going to have to be filed since they want to see those at the interview. The forms can be downloaded at www.irs.gov As for the Philippine visa fees, he is well over their 6 month limit so you sholuld probably call the Philippine immigratiion dept. on that. If you have another U.S. citizen to sponsor you, I think you're going to need them since they are looking for financial responsiblility so that you don't need to be supported by U.S. taxpayers after you are there. I think you're going to have to get things in shape in a hurry if you want to be approved at your interview.

I totally agree...There is really no point in hiding things because you just can't move on otherwise.

The USC is going to have to get a new passport, be stuck in the PI or deported. The Consular division in Manila may be able to give him guidance as to whether he needs to deal with the Philipine visa extension issues before departing the PI. If yes, then you'll have to obtain (borrow?) the money to pay them.

Your husband will need to provide an I-134 and supporting documentation, even if another sponsor is needed. Tax transcripts can be faxed to any fax machine in the US and then sent on to you in the PI.

A US Citizen who is a close relative or close friend can be joint sponsor.

I would advise you to take it a step at a time as outlined above. Get the passport first.
