I have seen a couple of opinions on this-

1. someone who was getting alot of letters from embassies in the two countries involved backing up the reciprocity table information on the state department website

2. someone responded that if that was the case the adjucating embassy would know that and not demand the said police certificate.

can anyone else provide any more info/experience on this issue??????????

Do not expect the consulate to automatically know this....

You can bet your britches that all IV units at any Consulate are fully aware of what is available in the way of a police report for the country or countries for which they provide Consular processing.

I'm not sure why anybody would think otherwise. They deal with police certificates every day or they don't because they aren't available. When not available, they don't send applicants on wild goose chases by instructing them to supply one.

I'm somewhat disappointed that they don't provide country specific instructions on how to obtain them though.

I have emailed the US embassies in both Kuwait and Philippines about this so hopefully I will be getting some offical guidance about this issue soon.

As I re-read you posts here I think I should clarify again that when I say the Consulate will know whether to require a police report or not, I'm referring to the country or countries over which they have jurisdiction. I would not expect them to automatically know about other countries.

That said, I'm not sure what reciprocity has to do with it. Can a foreigner get a police report from the US for the entire country?

I doubt the consulate in Manila automatically knows that a police report from Kuwait is not available. This is not disimiliar a question than the actual experience of the VJ member from Columbia (I think) who had to direct the Consulate officer to the state department website that Ecuador does not issue police certificates to foreign nationals....

the reciprocity tables is where the state department lists the procedures for getting a police record from a given country, that is the only reason I mentioned reciprocity, at:

and this is the information listed for Kuwait

Police Records

Police records are available for persons resident in Kuwait. Individuals must be physically present in Kuwait and either be Kuwaiti citizens or hold a valid residence visa to apply for a police certificate. Police records are not available for periods of residence prior to May 1991, due to the destruction of these records during Iraq's invasion of Kuwait. Information on criminal activity, including police records, is not available from Kuwaiti embassies abroad. To obtain a police record, individuals must apply in person and provide fingerprints at the Ministry of Interior, General Department for Criminal Investigation. Police certificates generally take seven to ten days to process.

since my fiancee is neither a citizen or holding a valid residence visa they will not allow us to apply for one.

deductively since this information is issued by the state department and a branch of the state department is doing the screening process one would hope they would waive the police certificate requirement in this case, one would hope.......
