The documentation I received with my Immigrant visa was quite clear. The USC must be with you OR already in the US when you arrive. You cannot arrive in the US on your immigrant visa before the USC returns.

Now we all know how things work. It will cost us one more airplane ticket, but what to do, I can't allow my visa to get expired and my hubby will go back to sell our property in Montenegro.
