I am a permanent resident in USA.

My younger brother who is 34 and not married wants to visit me. He is working in our uncle's auto shop and getting paid below the income tax slab and hence he never got chance to file any income tax return to the government since the day one he joined my uncles auto shop.

he does not have any property in his name. He is taking care of my parents who are staying with him.

can he file for visitor visa to visit me and will he get visitor visa. is it high chance or low chance getting rejected ?

He is also trying to get job in Dubai and if it happens and he comes to Dubai, after working around 6 months in dubai, can he file visitor visa from Dubai ?

Really appreciate your valuable suggestions and answers.

Only thing you can provide him to present to consulate when trying to get a visitors visa is a letter of invitation and perhaps an affidavit of support, other than that he needs to prove that he will not overstay his visa to the USA.

He needs to file the DS-156 to the consulate, and pay $100.

What country are we talking about?

I have been hearing that in Chennai (Madras) US embassy, it is very difficult to get visitor visa ! My brother has to go to Chennai Embassy.

My father has property but it is not in my brother name yet. So my brother can not show any property in India. Only tie up he has is, parents are staying with him and parents are very old.
