1. Do the Consulates consider the beneficiery to have "lived" in a third country if they went there for work but maintained their citizenship and residence in their home country? and therefore require the foreign police certificate?

2. Specifics. My fiancee is Filipino and worked abroad in Kuwait for 4 years. The problem being if the FPC is required, Kuwait only provides them to "valid residence visa holders and Kuwait citizens" and then only in person.

I have seen a post here of someone with a similar problem in China.

Their solution was to get the US Consulate in China to verify that the reciprocity information on the state department website is valid and then to get the Chinese Consulate in the Philippines to do the same.

Then they will present this at the Visa Interview as evidence that they tried extensively to get the FPC but it is not possible and to have this well documented.

If anyone can provide any useful information on this dilema it would be much appreciated!!!!!!!!1
