Cheap and good hotels near the Consulate? Hotel Crystal (isn't the closest but us very inexpensive and the managers are friendly) (~$10-20) Located on the Ave Sabana Grande

Hotel Caracas Cumberland (~$30-70 per night. very nice place and the manager is also very helpful) On the Segunda Avenida De Las Delicias (a sidestreet from the Ave Francisco solano)

Both hotels above are for people on a reasonably strict budget. If you want something nicer there are many alternatives that you can easily find online. The closest hotels to the Embassy are hotel Paseo Las Mercedes and Hotel Tamanaco. These are more expensive however (Roughly 2000VEF per night).
