No need I-134 for the original petition. That comes later for the embassy interview.

Not at the time of filing your petition. But you need one at the time of the K-1 visa interview.

You can hold off on filling out and notarizing the I-134 until Packet 3 is received from the consulate. That way you can have everything up to date for the interview.
