I had this same problem last February when I was still living in Canada. I called the local telephone operator

to see if there was anyway to connect to the toll free number. and the answer was NO.

I had to wait to be in the USA physically to place the call. its the only way!

I would recommend you write to USCIS in writing to ask them about your RFE, maybe you should ask them to resend the RFE if it's been a while since they sent the RFE, it may get lost in the mail. It'll take you maybe 1 week or 2 more, but you'll get a response for sure. In my case, my RFE is lost in the mail and I didn't know to ask them to resend it on time and my case is denied due to lost of RFE. You better be careful.

Yes, no way to call them from here, it can be very frustrating, I had to contact them a few times when I was documenting my citizenship.

But anyway, my Sister lives in the U.S. and has 3 way calling, so that is how I contacted them. Know anyone in the States that can set up a 3 way call for you?

I've used Skype to call USCIS before - since it's a 1-800 number it's free. :)

I live in Canada also and had the same trouble. I called the number for Homeland Security and they connected me directly. I also asked for the phone number, telling them my situation and she gave me 1-202-272-1874. This is for the Vermont Service Center. I told them that their number doesn't work from Canada and they had a hard time believing it. oh well, I hope that number helps.
