WHY Authorization for Release of Federal Tax Data?

In the instructions on this site it says that "In addition to the I-864, you must generate and fill out an Authorization for Release of Federal Tax Data." WHY? Nowhere on any forms from the government has it asked for this. I know it is a simple thing, but it is a PITA for me to do now as I am out of the country. Is this really necessary? And is there a sample cover letter on here to go along with the I-864 packet?

"In addition to the I-864, you must generate and fill out an Authorization for Release of Federal Tax Data. Download the MS Word copy of the Authorization for Release of Federal Tax Data (available by clicking HERE). Under the barcode, type in your case number. At the bottom of the page, replace the entire phrase "XXX City" with the name of the city in which the embassy interview will take place (i.e., the "post" in Department of State parlance). So if the embassy interview is to take place in Caracas, Venezuela, delete "XXX City" and type in "CARACAS" (all caps). " http://www.visajourney.com/forums/index.php?showtopic=117 and other places.

Yes I can confirm it's an old doc that they no longer ask, just like the notarized forms and stuff. Don't worry about it!
