fiance to UK first, then the U.S.

Hi there! My fiance and our child are in the Philippines right now awaiting a UK visa petioned by her family who are living in the UK right now. The plan is for her to visit her family in the UK first; I would then petition her and our child to come to the U.S. through a fiance visa. My question is do i go about the Fiance visa the same way I would if she were in the Philippines? She is a Philippine citizen along w/ the child which is why I'm thinking the fiance visa might not work w/ her living in the UK. Would she have to go back to Philippines in order for me to make this fiance visa work? or can she just stay in UK? Thanks very much: )

If she has permanent residency status in the UK, she can have her interview in London, otherwise she will have to return to Manila for the medical and interview.
