My conditional green card expires approx in April 07 and I'm due to file In January 2007, but if the service centre I'm filling at is currently 3 months behind is it possibe to file say in November 2006?

The time they will actually look at it should be about the time I should file, I.E 90 days before the expiration.

I have moved twice since the first interview but unfortunately only just manged to inform them of the last move, do you think it may cause concern not informing them of the first time I moved?.

The recommend you file 90 days before the conditional card expires. They will give you a one year extension on the conditional card to give them time to completed the removal of conditions process. I don't think filing early will do any good

What complications could it have if I did though?...File early..

I have no idea. I wouldn't image there would be any complications, they may just sit on the appl for a while. You could give them a call to see what they say

Filing early will just get your stuff returned to you, not sure if they then further delay your processing. When you mail out your information, it gets looked at upon arrival and then you get a letter within a few days to one week of you mailing in your info saying the INS has received your information. So they may not be looking at your bills and photos at that point, but they do notice when you due date is and when you send it in. If it's before, I know they will return everything back, I just don't know if they flag you for it and then slow down your process when you do file at the correct time. I wouldn't risk that...

If you send your I-751 before the 90 days, they will return your packet back to you with a letter telling you to submit in the 90 day period...

And when you do submit it, your NOA extends the validity of your GC for 1 year.
