Hi,

I know that it's very probable that the consulate will automatically extend my approval since my interview date is much later than when the approval expires. However, if I do want to send a letter just in case, is it sent down to the consulate in my fiance's country or to the USCIS service center up here?

Also does the letter really have to be notarized?

you would send it to the Consulate where the visa is being applied for in your fiancee's country.

It would be sent to the consulate. The USCIS no longer has 'jursidiction' once the case is sent to the consulate.

It does not need to be notarized, unless that is specifically required by the consulate (I would ask them).
