Police Certificate in Ecuador

My fiancee lives in Colombia. Over the years she has gone back and forth to Ecuador via air and sometimes via bus. The police certificate seems be something of a wild goose chase. The Ecuador embassy doesn't tells us that we have to personally go to Ecuador. That's not practical due to costs and logistics. It doesn't make any sense.

Any ideas on how to get a police certificate in Ecuador from Colombia. I know they are neighbors, but nothing is working for us, short of flying there.

POLICE RECORD

The Certificade de Antecedentes Personales is available to Ecuadorians who are over the age of 18, who are physically present in Ecuador, who possess a Cedula de Identidad or passport and who apply in person at the Jefaturas y Subjefaturas Provinciales de la Policia Judicial.

The applicant’s passport size photo is glued to the certificate and is covered with a seal. Those who are said to have no record will have a stamp ‘Negativo’ with the date on the form and will have a validity of three months from the issuance date. A negative certificate does not necessarily mean the subject has no police record, since police records can be purged upon the subject’s request without judicial permission.

Ecuadorians residing outside of Ecuador can obtain their Police Record by having a close relative that lives in Ecuador submit a request. The relative will show his/her cedula as proof of relationship to obtain the police record. This form will contain the same information and may be issued within 2 days for a fee of $17.00 payable at Puente Portete Y Avenida Barcelona S/N, in Guayaquil, or at the Office of Archivo Central (Police Central Archive) located at Ave. Cuenca and Mideros St. in Quito. Only Ecuadorians can apply to Jefaturas and Subjefaturas Provinciales de la Policia Judicial. The applicant must first provide full names (paternal and maternal), cedula number and one photo.

No police documents are available for foreigners who reside in or have resided in Ecuador.

Wow.... I have seen this before and never really did pay any attention to it. Now it makes sense, there is no police record for a foreigner (Colombian) staying in Ecuador. I will validate this one more time with the Ecuador Embassy in Bogota.

We've called the Consulate in Cali almost a month ago and all they told us was to go to Ecuador and apply personally. Now let's see what they say from the Bogota office.

fwaguy, THANK YOU SO MUCH for this link. I printed it and kept in handy in our documents for our interview today. The Consular Officer was telling my fiancee that everything looked good aside from the Police record from Ecuador. The documents (passports et al) were about to be handed back to my fiancee signifying a not approved decision pending this document.

Thank God she managed to convince the consular officer to take a look at our print out and that CHANGED everything. He read the print out and gave out a smile and said "You came prepared, huh". Then he approved our VISA!

Thanks so much!!!!

Last week after one month of not getting my package #3 I went to the embassy in Bogota I gave the downloaded package to the lady on info center, so she said: so you have every thing ready yes? and I was yes yes! she asked me if I had the police certificate from England (where I lived 1 year learning english) and I said yes I have it so she gave me the interview appointment for this 23th oct...

Then i came back home and started putting all my docs together and I realize the doc that I THOUGHT was my police certificate was just a Certificate of registration in London UK... then on monday i went withy my fiance and Brithis embassy told us that to get that document will take 2 months and it has to be via mail and payed 10 pounds with sterling cheque AHHHHHHHHHHHHHHHHHHHHHHHH I was in shock nervous breakdown, so right now I dont know if to go to my interview appoint ment or go to the embassy again and tell the lady the situation, does any one have some idea or suggestion? PLEASE PLEASE help me Im freaking out!

For our situation, we had the the info that "No Police Records are available for foreigners that are residing or resided in Ecuador". This is a very specific case by the Ecuadorian police system. The consul DID ask for it, but we countered it with the information we had.

If you have resided in the UK legally and stayed over 6 months, I can see that the rules are clear that you need a police certificate from the UK. My opinion, and this is just my opinion, you may need to re-schedule your interview date if indeed it will take two months to get it.
