I just recieved the package from the NVC that tells you to download and complete the DS 230 part I and read further instructions online. Online it says that the applicant just needs to send a copy of the passport biographic page along with the DS 230 part I. Is that all or am I missing something?? When does Part II get filled out??

Yes but you will take it with you to the interview, together with the police certificate and everything else you need. If your passport's expiration date is not on the first page you need to send a copy of that page too. I've see RFE generated because of that little mistake.

Part II needs to be sent in only in certain countries.

Yes, that is all that needs to be sent back to the NVC. The DS-230 Part I filled out and signed and a copy of the passport bio data page. Part II is filled out at the time of interview by the beneficiary in front of the CO.
