How long after Migrating can you bring your child

How long after you come here on the CRI/K3 do you have to bring in your child you left behind.

A friend of mine has been here for more than 4 years, now has green card. he's looking to bring in his adopted son to the US, does his wife has to file for the child, THe child name was already on the CRI paper. just decided to bring the child to the states at a later date, better education back to this country.

Does he have to file, or Since the child name is already on the papers His wife can bring the kid using those same documents, do they need to start from scratch?

They need to start from scratch with an I-130 for the child filed by the US Citizen. This will only work if the marriage took place before the child turned 18 and is under 21 now. If close to 21, expediting can be requested, provided enough time remains. The parent in the US will need full custody or official permission from the other parent for a child under 18.

This would be for a CR2 visa. The child cannot come as a K4 because that must happen within a year of the parent.

Quite possibly IR2 based on the information provided, although the information is insufficient to know for sure either way.

And cannot come as a K4 because it appears that the parent did not come as a K3 (time lapsed aside).
