I am hopefully submitting the I-129F package tomorrow and want to ship overnight to the correct service center for North Carolina which is listed as texas. I have read somewhere that texas is closed and California is now the Service Center. Does anyone know for certain?

Texas is not closed, follow the directions, send it to your service center that the instructions say.

I agree that Texas will probably forward to California, but if you mail it directly to California it will be rejected.

I suspect the Texas service center is preparing for the flood of mecican applicants when/if the immigration deform passes.

You will need to submit your I-129F to Texas Service Center and they'll be the one who will forward it to California. Right now, only CSC and VSC are the ones who process I-129F and all applications sent to Nebraska and Texas are being forwarded to California while all petitions filed in Vermont remain there.
