send packet 3 forms separate from checklist?

My fiance just received his Packet 3 from London. The steps say (not word for word):

1. Complete and return all required forms to us as soon as possible.

2. Begin collecting documents (eg, police certificate, etc.).

3. Complete checklist and send it in.

According to these instructions, my fiance sends in TWO different things. The first will be the required forms, and the second will be the checklist once he collects all necessary documents, which will take some time. Maybe it's because a lot of people get all assembled documents before their packet 3 arrives, and can do step 1 and 2 at the same time, but we haven't done that. I'm just confused because I haven't seen any reference in anyone's timelines regarding sending it things from Packet 3 in 2 parts. Obviously, we want to wait to send in the checklist until we have everything so they can give us an appropriate interview date in Packet 4, but we also feel from the instructions that we should complete step 1 ASAP.

This would only apply to those who went through London embassy.

We plan on following the instructions, but it worries me that I haven't seen anyone on this forum send it in two parts, with the forms first and then the checklist (at least nothing that my search has brought up), so I thought I'd ask to put my mind at ease.

We sent everything in at once. They assume it's going to take a while to collect everything else on the checklist (the medical, the police certificate-which DOES take the WHOLE 40 days!, etc.) so that's why they suggest sending the forms in first, then the checklist when you're ready for your interview. Like I said, we sent everything at once-checklist and forms.

I had collected all my documents in advance so sent back the checklist with the pk3 documents. Some people send the completed checklist and forms back whilst they get the police clearance and other info. The embassy won't start processing the case until they have the completed checklist with all the pk3 forms. It's up to you how you send the documents back.
