Friends Fiancee Pregnant-Exceptions?

Timeline

I just returned from Ukraine and while out there, my American friend who works for a US company there told me his local Ukrainian girlfriend is pregnant. (Honest, it's not me!) I told him I would throw this question out to all of you since he is unfamiliar with posting on boards:

They are deciding to get married and would like to have the baby born in the US due to hospital concerns, etc. Unfortunately, the time it will take to go through the "normal" I-130 or I-129 process will take longer than the pregnancy. What options are available that any of you here may be aware of relative to this situation? Thanks in advance!

There are no exceptions given to pregnancy. The fastest visa is a K-1, but even then, by the time she gets the visa, it will be too late in her pregnancy to travel. If the father is a USC, the child can become a USC by filing for a certificate of a birth abroad at the embassy/consulate.

None, in terms of expediting any petition.

When the baby is born, he can apply for US citizenship for the child at the Embassy, based upon his USC status.

That will generate a US passport for the Baby. The wife/Fiance must process like everyone else.

If your friend has worked in the Ukraine for more than six months he can do a direct consular filing. He should be able to work through the paperwork in about sixty days. There are ways to speed up the process for local compliance as well. US Embassy processing for I130 will take between 90 and 120 days. Best Guess and always depending on required circumstances.

If the USC can utilize VSC then it could be as quick as 3-4 months for a K-1. My petition for K-1 from filing to interview was 5.5 months via CSC.

Unfortunately, lack of (family) planning on a petitioners part does not constitute an emergency on USCIS' part. They'll have to go through the process just like everyone else.

One option would be for her to come to the USA as a tourist an have the baby while visiting. Easier said than done, but not impossible, especially if this friend's work assignment in the Ukraine will continue for a while. The biggest obstacle may be the ability to travel in the late stages of pregnancy.
