Im new at this. Im getting conflicting reports as all embassies are on different timelines.

I have the two NOAs and NVC has sent me a letter on April 16 saying that "my fiancee will soon receive a packet with instructions". The packet will be coming from Cidudad Juarez in Mexico.

1)How soon is soon?

2)And once he gets this packet and gathers all of the info and takes it to the consulate, is he interviewed on THAT same day?

This web-site is a life-saver, I can't imagine life without it.

1. Takes a couple weeks to travel from the service center to the embassy. It goes through the NVC on its way there, you can call the NVC with you case number to find out its progress.

2. Depends on the embassy, go to the embassy info section of this website. It will tell you how the Mexican consulate works.

See the Juarez thread in the Foreign Embassy forum

1) Normally within 4 weeks

2) First there is a medical exam, done at least the day before the interview because results cannot be picked up until after 2:00 on the same day and needs to be taken to the interview. Also, the visa fee has to be paid. So normally he is interviewed on his second in CDJ unless he has done the medical earlier (unlikely since the approved medical clinics are there in CDJ)

You should also read through the fiance visa instructions on the CDJ website as well as the rest of the site to be sure you have all of the up-to-date forms, especially those required to be generated online.
