Hello, I’m not sure I’m which thread I should put this topic in but I’m currently doing my CR-1 visa and I’ve hit a roadblock. I’ve had some trouble trying to change my name in the Province of Ontario, Canada. They need something called a Registar General seal/signature on the marriage certificate, yet when I talk to my husband about it or try to look up anything about it, it seems like there’s is no information on what that means. Even the county where I got married at is at a loss and has no idea what I’m talking about. At this point I’m lost and I’m confused at what exactly I’m trying to look for. If you're Canadian and have gotten married overseas and are/were on the same boat I would be extremely grateful for your help!

Try contacting your state registry of vital statistics - had to do it for other documents here. What is issued by the county looks like a simple sheet of paper, vital statistics copy is in secure paper, colours and all. With seal of registrar.

Yes I think all that the requirement is that the certificate needs that raised seal to indicate it is the real certified marriage certificate. All legitimate government documents have their own version of this.

July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)

November 10, 2011: Interview - APPROVED!!!

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Mine looks exactly like that form, border, colour, and even the same seal. Top says "Certificate of Vital Record" It's just nothing stating anything about a "Registrar." All it states is "Assessor-County Clerk-Recorder." It even states on the form that it comes from the office of Vital Records. Not sure if the Ontario name change system is extremely strict, or I do need to get a new different complete form.

Is it issued by your county? If so call your STATE vital statistics office and ask if there's the registrar's name.
