Can Packet3 be handed over to the consulate in Mumbai?

Can my fiancee hand over the document directly at the consulate window instead of mailing it? If yes, what is the process.

I don't believe you can. I have not heard of any K1/K3/CR-IR1 visa applicant going directly to the embassy (New Delhi) or any of the consulates to hand deliver documents.

Others from India may want to chime in, if this is not the case.
