For CR-1/IR-1 visa petitions, the choice of agent receives packet 3.

A quick clarifications... the Choice of agent can either be the petitioner or the beneficary.

As for the interview packet, who actually receives it depends on the consulate itslef. Some consulates may send it to the Choice of agent (either the petitioner or the beneficary) and some consulates will send it to the beneficary regardless of who the choice of agent is.

In my case, I (the petitioner) was the choice of agent. We are going through the Mumbai consulate in India, and they will send the interview packet to the beneficary (they just sent it to her a couple of days ago) instead of the choice of agent (me - the petitioner).

So again, it just depends on the embassy.

Definately.............because in our case, which went through the Ankara Embassy, they not only sent the interview packet to me(agent) here in Florida, 2 or so weeks before the interview......................they actually ALSO sent one to my wife (beneficiary) in Turkey. Although......hers did not arrive until just a few days before the interview.

By that time, I had already sent the one that was mailed to me , to her in Istanbul, by FEDEX. Might have been a waste, now knowing that she got the interview packet there as well, but it also gave me the opportunity to mail her this years tax return and a few other things while I was at it.........so, wasn't a total waste of money. Plus, she received the one I sent her about a week to week and a half before she got the one mailed from the Ankara Embassy.

So, each individual Embassy has their own way of doing things.
