need more light in some NOA2 instruction. please help!!!

Timeline

M fiance received the NOA2 yesterday. it stated there that the petition is approved and forwarded to the listed consulate. But it is not stated there what consulate. Does it mean National Visa center??? it also states there to please contact the consulate with questions about visa issuance or if he would like the petition to be forwarded to another consulate and the participant can also file I-824 with this office to request that we notify another consulate of the petition approval for visa processing purposes. We really dont understand. Do we need to file the I-824 with $200 fee and if we dont do it will they still process the petition??? and to those who have their NOA2 already, are you asked the same thing?

please help. we really need somebody out there to shed some light regarding this.

NOA1 receipt: 2-27-07

NOA2 received: 3-2-07

NVC received: 3-9-07

leave NVC: 3-15-07

MNL received: 3-21-07

Packet4 received:5-17-07

medical : 6-12-07 passed

Interview: 6-20-07 the consul said CONGRATULATIONS!!!

7-10-07 recieved text from delbros about visa delivery. delivery man pls hurry up!!!!

7-16-07 VISA IN HAND.

Hi, first of all congratulations!!! Relax, that statement on your NOA2 is deceiving and its from an outdated canned letter that VSC keeps on using and freaking people out. The reason they did not list a consulate is that it used to be listed in a box at the top, but since the year 2000 or so that box exists no more.

Your petition will go to the NVC first and the to the consulate. The consulate they send it to is the one you requested.

Technically speaking the consulate itself can choose not to process your petition, but I think thats very rare and probably only if the beneficiary does not reside there.

Case Transferred to US Embassy in Riga Latvia at the end of October.

As far as VSC is concerned when they ship all the approved petitions on to NVC they sent then to the consulate or embassies, all petitions need to pass through NVC to get a state department case number and get routed to the correct consulate.

Also many countries have several consulates, and not all consulates process immigration type visas so it may go to a consulate that is not near where a person lives. Example: China has 4 consulates, and the embassy in Beijing, but only the consulate in Southern China in Guangzhou handles all immigrant cases.

And no you do not need to file I-824 to move the case on.

Yes, you can contact NVC. The number is 603-334-0700. Press 1, then 5 to speak to someone. You'll need your USCIS #, and the beneficiary's name and birthdate.

Yes, put together your paperwork. Some things take a long time to get. Check out the regional forum for your country and embassy because it will have information on which documents are needed by your embassy and about how long it will take to receive the packet and the interview.
