On the letter of intent from the petitioner and beneficiary, right were it says "[name of country where Embassy is located] is this the one in Mexico where my fiancee is from or the one in TX where the embassy of Mexico in the United States is located?

Im not sure which one they are asking for.

If you're going to use it in your I-129F packet, it should be addressed to the service center where you will file the petition...

If you're going to use it for your fiancee's interview, then it should be addressed to US consulate based in your fiancee's country...

All U.S. Embassies worldwide are located here: http://usembassy.state.gov/. Mexico has a choice of 10 U.S. embassies to choose from. You'll have to do research and figure out which embassy you'll need to address the letter of intent. I'm glad Ukraine only had 1 U.S. Embassy there! ;)

Mexico has 1 Embassy, in Mexico City, the others are Consulates. This is the case world wide, the Embassy is in the national capital city of the country, the others are always Consulates. In many cases the Embassy is not where they process immigration visas, 1 or 2 of the consulates do that.

Example: In China, the Embassy is in Beijing, but all immigrant visas go through the Consulate in Guangzhou China, the other consulates in China also do not do Immigrant Visas.

So is best to visit the US embassy site in Mexico to find out exactly where they will handle the case, and conduct interviews.
