If my fiance is in the US when the first part of the K1 visa is approved, can she have the interview in the US, be approved, and then marry without having to go back to France?

It is definitely NOT possible.

All K-1's must have their medical exam and interview in their foreign country.

Your fiance can be in the U.S. visiting for as long as is legally allowed, and then must return to her home country to have her medical exam and interview at the Consulate in France.

What do you mean by "first-part?"

(BTW: did your fiance enter the US using the visa waiver program to visit while the K1 was filed? Or did you file the K1 after she got here to visit?)

But I think the long and short answers are both "no" she has to go home to have the interview.

Consulates process visa applications and issue visas. There are no US consulates in the USA - no need for them here - they are all overseas.
