So Elina will be going back to her home town for a visit,I figured it would be an opportune time to obtain the "police certificate". my question is, how did any one else's finance obtain these? And what did they say they needed to the police employees at the police station? what needs to be on this police certificate?

I know she needs to have certificates from where she has lived for 6 months or more.

I can't say what is exactly asked for, but the police departments throughout the former Soviet Union seem to understand what is required. I don't think she will have any problem except for the usual delays. And as we know, a few dollars can easily grease the system. But, it shouldn't prove to be a problem unless she has lived in other countries.

The trick is finding the right police station. There are local city district stations and major federal oblast stations. You want to go to the latter. But if you go to the wrong one and tell them what you need, they'll direct you to the right one. The paper should be free of charge if you are willing to wait a few weeks.

If she's going "home" now, the regional police station there (or in the biggest city in her oblast/krai/whatever) should be able to get her what she needs. I beleive the only thing actually required to obtain a copy of the police report is the "propiska" (internal passport).

If she's living in a city covered by the same regional authority, she only needs one police check. (Jurisdictional boundaries; just like here.) If she's outside that area, she'll need more than one.
