Okay.

If he can travel, he HAS to.

They cannot submit the paperwork unless they have met within the last two years.

IF he get's denied for a visa to travel then you can submit a waiver which shows Hardship.

This means she cannot travel for medical reasons and he cannot travel because his visa has been denied.

Get him to apply to travel to meet her. It only has to be once.

From my understanding he can either sponsor himself or his fiancee or anyone in the US that he knows can sponsor him. He may get denied, but he needs that denial if they are going to try and prove medical hardship for the reason they can't meet.

He can travel, but the chances of his getting a visa are pretty null.

He should apply for one several times, nonetheless. I would actually be honest and tell the Embassy that I would be traveling to the US to meet my future fiance, so we could apply for an immigration visa down the way. Risky, but he does not have much to lose.

If your female friend, from the USA could travel to Mexico or Canada, he should try and secure a visa for either of those countries, to show he did try to meet in persn first.

By the way, Pakistan is a difficult embassy, even if they do have the waiver, he could be denied the K1 visa because of lack of evidence of a bone fide relationship.

You are wrong, the meeting in person requirement can and has been waivered, generally speaking.

You haven't read the previous posts have you.

A waiver is possible, that is if he can prove that he has made an effort to visit her and can't, although he has yet to try that. Waivers have been obtained in the past. Whether the CO at a notoriously difficult embassy would issue a visa for a couple that have never met might be more of an issue.

So if it's confusing to you, I have corrected it.

If nobody ever says anything to foreigners about their English, then they won't even know they need to keep working at it. The OP's post was completely unintelligible because of the pronoun problems. Correcting pronouns is very simple to do as altenobe pointed out.

Your translation is appreciated, but really you're just guessing. We need clarity in these conversations and his English was so bad that it really made it impossible to understand.

No one is criticizing him for having bad English. We all understand that there are a lot of foreigners on this site for whom English is not their first language. But I don't see any problem with someone saying something about it when it gets to the point that their question is unintelligible.

As others have said, no waiver will be given unless he has applied for tourist visas, preferably several times, and has been denied.

There is two other things that USCIS will take into consideration too:

- The length of the USC's health condition. Ie if it is reasonable to assume that in a couple of years, she is well enough to travel, no waiver will be given.

- The severity of the USC's health condition: she she cannot travel half way around the world by plane to meet him, ok. But travelling by train or car across the border to Canada or Mexico, where he might be able to get a visa even if denied a tourist visa to the USA, may be possible.

In a nutshell, it is EXTREMELY difficult to get the meeting requirement waivered.
